Cato Institute lauds Carcieri

The Cato Institute, a libertarian think tank, has kind words for Governor Cariceri in its Fiscal Policy Report Card on America’s Governors. He was not among four governors receiving an A, but his office notes how Carcieri’s B is the highest ranking among East Coast governors and sixth overall. He’s also lauded in a special category:

• Best Tax Reform. The best reform enacted in recent years was pushed through by Governor Carcieri of Rhode Island in 2010. He signed off on a package that cut the state’s top personal income tax rate from 9.90 percent to 5.99 percent, reduced the number of tax brackets from five to three, raised the standard deduction, and reduced the number of special
interest tax breaks.

During the news conference when this tax cut was celebrated, some officials acknowledged that relatively few people paid the top personal income tax rate. They nonetheless called the cut an important symbolic step.
